SAINT-SAUVEUR, Que. — The world's top soccer rule-makers say it is okay for players to wear hijabs during their games, but Quebec Liberal Leader Jean Charest insists that the referee who kicked out a scarf-wearing 11-year-old from a soccer tournament did the right thing.
