Expectations soared in 2005 when, under a dusty Texas sky, the leaders of Canada, Mexico and the United States outlined their ambitious Security and Prosperity Partnership. Almost 30 months later, national leaders meet again next week with not much to show from their sprawling agenda of 300 items to foster North American competitiveness.
