Loyalists rejoice at Bhutto's return

KARACHI — Karachi, Pakistan's teeming port city, was in carnival mood Wednesday night ahead of the arrival of Benazir Bhutto, despite the security threat hanging over her return. Roads leading to the airport, where former prime minister Ms. Bhutto was expected to land about 1 p.m. local time Thursday, were already blocked. Bomb-detection teams were sweeping her planned route. About 20,000 police were to be deployed to safeguard her.
