Liberals will feel effects of mini-budget for months

OTTAWA BUREAU CHIEF — Stephen Harper has built himself a mini-budget with a long-lasting pop that could keep the Liberals skittish about forcing an election for many months to come. Liberal Leader Stéphane Dion emerged almost immediately yesterday to say his Liberal Party won't kill the spending document that the government says will provide $60-billion in tax cuts.
