Why the rush on public-private partnerships?

The idea of using private sector money to pay for roads, bridges, hospitals, schools and other infrastructure is certainly seductive. Using other people's money to get what you want always is. But there is something unsettling in the way the federal government is manically pushing public-private partnerships as the solution to every problem and using its financial clout to ensure provincial and municipal governments fall in line.
