WASHINGTON — When Canadian Foreign Minister Maxime Bernier came calling recently on U.S. Secretary of State Condoleezza Rice, the pair took in a Capitals-Canadiens hockey game.The Habs won.While the score may have been satisfying to Mr. Bernier, a Quebecker, the verdict is still out on what the minister really accomplished as he schmoozed and bonded with Ms. Rice.
