Premiers back stricter emission rules, Campbell says
OTTAWA — Canadian provinces will blow past Ottawa's targets for lower vehicle emissions and instead embrace tougher rules driven by such U.S. states as California, B.C. Premier Gordon Campbell said yesterday.
