Bush's final address thin on promises

WASHINGTON — U.S. President George W. Bush predicted victory in Iraq, issued a barely veiled threat to Iran and urged a hostile Congress to speedily deliver billions to shore up America's sagging economy Monday in the last State of the Union address of his presidency. “We have taken the fight to these terrorists and extremists,” Mr. Bush said.
