The Bank of Canada's new governor, Mark Carney, is using his first speech to stand behind the tepid growth forecasts of the former governor, but also to urge Canadian politicians to knock down inter-provincial trade barriers and get rid of social programs that discourage people from moving for jobs. In a speech to a Vancouver business audience, Mr. Carney reiterated that interest rates would continue to fall as warranted.
