A mixed message from by-elections

For Stéphane Dion, the results of Monday's four federal by-elections present a paradox. They have strengthened the Liberal Leader's hand, infusing considerable talent into his caucus and allowing his party to better take on the Conservatives in the House of Commons. But they have also exposed the weakness of his leadership, showing that outside Ontario the Liberals have actually been losing ground to the Tories.
