1992: President Robert Mugabe announces plan to redistribute land owned by white farmers to blacks. Self-styled war veterans, many of them too young to have fought in the country's struggle for independence, occupy many other farms, often with violence. 2000: Mr. Mugabe signs into law the constitutional amendment that allows government to seize white-owned land without paying compensation.
