Fuel shortage has most of Gaza running on fumes

GAZA CITY — Khaled Qotati grins with a mixture of amusement and embarrassment as he empties the plastic jug of soybean oil into the tank of his ancient Mercedes taxi. Another car pulls into the taxi rank beside his, emitting a dark cloud of exhaust that smells suspiciously of fast food. "It smells like falafel," Mr. Qotati laughs, referring to the deep-fried crushed chickpea balls that are beloved by Palestinians.
