Will billboards return to Vermont?

MONTPELIER, Vermont — For 40 years, it's been the guardian of the state's pastoral landscapes, keeping interstates and back roads clear of outdoor advertising. Vermont's billboard ban has always been a sacred cow, and a distinction few other states hold. But an exemption to it — approved by lawmakers and awaiting Gov. Jim Douglas' signature — has some worrying that roadside signs could return.
