Tory pitch falling flat, focus group tests find

OTTAWA — The Harper government is having a hard time convincing Canadians that it is different from Liberal predecessors when it comes to managing the public purse, market research conducted for Ottawa shows. It's an image problem for Prime Minister Stephen Harper's Conservatives, who swept into office 25 months ago with vows to clean up Ottawa and rein in spending after the Liberal sponsorship scandal.
