OTTAWA Is it time to call off the whinging?
The head of the International Monetary Fund has said the worst of the global financial crisis is over, and the European Union is suddenly exhibiting surprising economic strength.
In Canada, the Bank of Montreal keeps publicly chastising the media for its negative headlines, and is sending out lists of reasons to be optimistic.
