School boards turning to foreign students to fill classrooms as enrolments decline

Canadian school boards are increasingly turning to foreign students to fill classrooms and boost budgets through hefty tuition fees. Thousands of children - who pay up to $14,000 to attend public schools - arrive in Canada each year with dreams of becoming fluent in English and, for some, plans to stay long enough to earn a high-school diploma.
