Labour group slams governments on child care

OTTAWA — The Canadian Labour Congress gives the federal government and most of the provinces poor marks for their efforts to provide affordable, quality day care. The labour group said the federal government gets an incomplete grade for failing to provide stable, predictable funding for child care. Of the provinces graded, Manitoba gets the highest mark, a B-plus, while British Columbia is in the corner with a D-minus.
