Taken for a ride by tolls?

Should we pay to drive into the city of Montreal? The municipal administration is toying with the idea. Each vehicle would be required to pay a toll of about $3 to enter Montreal, except during evenings and weekends. Like so many fashionable policies, this one comes wrapped in a green mantle of virtue. The Montreal administration, led by Mayor Gérald Tremblay, insists that tolls would encourage suburbanites to use public transit, diminishing pollution caused by vehicles.
