Sarkozy to propose smaller, more high-tech army

PARIS — France should cut the size of its military and increase spending on arms and intelligence-gathering, according to a new national security plan to be announced today that is aimed at creating a more flexible and responsive force. President Nicolas Sarkozy is scheduled to present the plan, the first revision of defence and national security policy in 14 years, in a speech to senior officers in Paris.
