Quebec's 400th bash used to score points

QUEBEC — Quebec City's 400th-anniversary celebration Thursday was not just a birthday bash but a chance for Ottawa to score political points for national unity. At the same time, French Prime Minister François Fillon made his own political foray, recalling how France's late president Charles de Gaulle pulled Quebeckers out of hibernation with his explosive “ Vive le Québec libre” in 1967.
