Quebec City — Dignitaries from Canada and around the world endured a soggy celebration of Quebec City's 400th birthday Thursday. Prime Minister Stephen Harper told a rain-soaked crowd that the celebration of the arrival of Samuel de Champlain at this historic spot marked a historic date "for Quebec and for the whole of Canada.
