Bait and shift

The Liberal Party's Green Shift proposal follows common retailing practice, in which the consumer is attracted by a low advertised price but leaves the premises with a much fancier and more costly product. In the current context, this might be called “bait and shift.” The Green Shift paper illustrates this by advancing a carbon tax while also containing strong redistributive taxation and changes to transfer policy.
