PRAGUE — Barack Obama arrives today in Berlin as the president-elect of the United States. True, he has not actually been elected, but that is regarded as a formality by most European commentators and even some governments. His margin of victory over Senator John McCain goes beyond a landslide in European polls -- 51 percentage points in France, 49 in Germany, and 30 in skeptical old Britain. Much of that support is personal.
