Harper calls by-elections for early September
OTTAWA — Canadians will get an early look at a general election writ small this fall after Prime Minister Stephen Harper called federal by-elections in three ridings in Quebec and Ontario.
The results of the Sept. 8 vote will reflect the impact of the slowing economy on Mr. Harper's Conservative party fortunes.
