BEIJING — On the eve of the Olympics, the Chinese authorities have become enmeshed in a cloak-and-dagger game with an array of foreign protesters, detaining some activists while failing to block protests by others. With the eyes of the world upon it, Beijing reacted to the protests with unusual caution. Pro-Tibetan activists were able to unfurl two huge banners near the main Olympic stadium, others managed to screen a pro-Tibet video, a U.S.
