'Garbage police' called rotten idea
The last thing the city needs is "garbage police" targeting those who scavenge bottles, cans and other materials from the city's recycling program, says midtown Councillor Karen Stintz, who urged bureaucrats yesterday to abandon plans for a fall crackdown.
