Travellers across the Canada-U.S. border should realize, and border agencies should make clear, that laptops and cellphones are being treated as if they were baggage, fully exposed to inspection by the authorities. For the first time, the United States Customs and Border Protection agency last month released its policy on the search and seizure of laptops, cellphones, personal digital assistants (PDAs) such as BlackBerrys, and other devices.
