Harper calls by-election for Sept. 22 in long-time Liberal riding
OTTAWA — Another by-election will test the strength of Stéphane Dion's Liberals, this time in the Liberal-held Toronto riding of Don Valley West, before a fall showdown in Parliament that could trigger a general election.
The riding has been held since 1993 by former cabinet minister John Godfrey, but before that had swung back and forth between Tories and Liberals.
