No plans to investigate raft fatality, safety board says

VANCOUVER — It's supposed to be a safe sport, and strict federal regulations that took effect this year were designed to make it even safer.But they didn't prevent Kelsey Hemstock, a 23-year-old Victoria woman, from perishing last weekend after the raft she was in hit a rock and flipped, sending her and its six other passengers tumbling into the rapids of the Chilliwack River.
