GALVESTON, Texas — Hurricane Ike is expected to have caused billions of dollars in damage to the Houston area. Worldwide, gas prices are spiking. Journalists in Galveston, near where the storm made landfall, have been asked not to photograph corpses. But the hurricane was nowhere near as bad as expected.
