FREDERICTON — Conservative leader Stephen Harper Saturday promised a Tory government would sweeten two existing tax breaks for small business owners, a group his party has always heavily courted for votes. Together the measures would save small business owners an estimated $220-million over four years, his party said – which works out to $55-million annually.
