The bombing of so-called military targets in Afghanistan apparently includes fuel dumps; while these probably do contain military fuel, they most likely also contain the heating fuel needed by the civilian population in the coming winter. If they have destroyed the aircraft, vehicles and tanks that use the military fuel, the attack on fuel dumps clearly targets civilians.
