Stephen Harper’s absence had a bigger impact at this year’s Commonwealth summit than his presence ever did.

His boycott of this year’s leaders summit over the human-rights record of host Sri Lanka forced the issue onto centre stage. It’s also good politics for Mr. Harper at home.
