Inside the billions Ottawa is spending on new office space

The twin 23-storey white towers in the centre of Ottawa’s Centretown neighbourhood have been described as among the capital’s most decrepit office buildings.

Long home to Finance Canada and Treasury Board – two key central departments – the troubled history of the complex known as Esplanade Laurier has included a crumbling facade, antifreeze in the drinking water, multimillion-dollar lawsuits with the building manager and a 2011 cyber-attack that shut down Internet access and forced many public servants to work out of nearby coffee shops.
