BlackRock chief wants tougher bank recap rules

Bank recapitalizations aren’t such an acrimonious issue in North America these days, but BlackRock’s Larry Fink, whose firm is a major investor in banks, believes there are more critical issues to resolve.

Speaking at a seminar during the International Monetary Fund’s annual meeting in Tokyo, Mr. Fink got vocal about the need for even tougher and more stringent recap rules
