The Globe and Mail sent a survey to over 130 boards across the country. Many did not complete the survey; we were able to
analyze data from 74 boards.

Methodology
Board results were calculated based on responses generated by three types of questions.
- Questions requiring YES or NO responses resulted in a score of 100 or 0.
- Questions requiring a response based on number of schools resulted in a score derived from the response divided by the number of schools overseen by the board.
- Questions requiring a response based on a range of options resulted in a score derived from a customized scoring grid.
In the survey, boards were asked to respond to questions separately at three school levels, elementary, middle or junior high, and high school. When scoring questions based on responses at all three levels, we derived a total score weighted to the relative size of each school level for every board.
Any question not answered by a board was interpreted as an indication that the respondent did not know. In all these cases, boards were awarded a score of 7.
