In a bid to make Toronto safer, Councillor Rob Davis wants the city to fund a gun buy-back program. Under Operation: Save A Life, gun owners would be paid $50 and receive amnesty from illegal possession charges. It is believed no Canadian city has offered cash for guns. Mr. Davis said yesterday the buy-back would cost $50,000. He proposes it run Oct. 10-14 -- before the Oct. 15 deadline when the fee to license a firearm increases to $60 from $10. If approved by city council, Mr. Davis predicts 500 to 1,000 guns could be retired.
