A notorious child abuser who held and raped a 12-year-old girl in an underground chamber for six months has again been refused parole.

Donald Hay kidnapped 12-year-old Abby Drover in 1976 and sexually assaulted her for 181 days in a dungeon in the Vancouver suburb of Port Moody. Mr. Hay, now 73, still blames his crime on alcohol and his belief the neighbour girl had been abused before he kidnapped her.

"I thought I was helping her. That's how I thought," he said yesterday. He has been denied parole twice before.

Parole board members Dave Scott and Heather Musgrove expressed concern yesterday that Mr. Hay does not have insight into why he committed the crime.
