A 28-year-old Toronto man convicted four years ago of possessing child pornography is back before the courts again on similar charges, this time in connection with what police describe as an international online child-porn exchange ring.

Arrested Wednesday at his High Park Avenue home in Toronto's west end, Russell Bray is charged with possession of child pornography and two counts of making child pornography available. Computer equipment was also seized in the early-morning raid.

Detective Constable Jeff Kidd of the Toronto police sex-crimes unit said the arrest was in response to a tip from German authorities and that more than 120 suspects from different countries have been detained and charged.

Mr. Bray is in custody and is scheduled to appear in court at Old City Hall for a bail hearing next Wednesday.

German police said he was part of an online child-porn ring in which members swapped images and discussed the sexual abuse of children.

It is alleged that, in some cases, they produced sexually explicit videos and photos of their own children and shared them on the Internet.

After identifying Mr. Bray as a suspect, German authorities relayed the information to the National Child Exploitation Co-ordination Centre in Ottawa, which passed it along to Toronto police.

In February, 2005, Mr. Bray was charged with distributing, possessing and selling child pornography. Those charges were laid by Peel Regional Police after detectives seized a computer from his home in Brampton, which doubled as an unlicensed daycare centre, the Mommy Gills daycare, run by his mother.

Police said at the time that they doubted the child-porn images they discovered involved any of the children from the daycare, or that Mr. Bray's mother or any other relatives were aware of them.

For that, Mr. Bray was sentenced to an intermittent 90-day sentence, to be served on weekends, and to a subsequent 18-month term of probation.

If convicted again, he will face a stiffer penalty.

An amendment to the Criminal Code in 2006 now calls for a minimum 14-day jail term for simple possession of child pornography.
