For years, Newfoundland and Labrador has believed it got a raw deal in a long-term agreement with Quebec over hydroelectric power generated in Labrador. In 2016, the deal between the two provinces comes up for automatic renewal as Newfoundland is planning to build new hydro-power developments downstream from the old one – but the province's Premier accuses Quebec's government of being 'obstructionist in terms of the development of the Lower Churchill'
