Each city was evaluated based on five factors: privacy and security, usability, content, services and citizen and social engagement.
Toronto's website earned top marks for content and scored well on usability, but had its overall ranking dragged down by weaker performance in other areas.
Toronto's privacy and security and citizen engagement scores fell outside the top 10, while the website earned a fifth-place finish in service delivery.
The biennial survey, conducted in co-operation with Kent State University, surveyed Web content between August and December, 2011.
