A panel appointed by the New Brunswick government has endorsed a $3.2-billion agreement to sell most of NB Power's generating stations to Hydro-Quebec, a deal that is bitterly criticized by political opposition, some unions and citizen groups.

"The panel has reached unanimous agreement that if the proposal is implemented, it would be a good deal for New Brunswick," chairman David Ganong said.

In its report, the panel said the sale would result in significantly lower rates for both industrial and residential power users than they would face under the business-as-usual case.
