To: President, HOCHTIEF PPP Solutions North America, Inc.

Peter Coenen, Managing Director of HOCHTIEF PPP Solutions AG, is pleased to announce the appointment of Michael G. McGuinty as President of HOCHTIEF PPP Solutions North America, Inc., effective January 1, 2015. Mr. McGuinty will replace Steve Skelton, the current President, who will be retiring at that time.

Mr. McGuinty joined HOCHTIEF in 2008 as Vice President of Development and was promoted to Senior Vice President in 2011, with responsibility for leading HOCHTIEF's Canadian development team. During his 20-year career, Mr. McGuinty has held senior management positions with a focus on project development and equity investment. He holds a Master of Business Administration degree from Queen's School of Business.

For HOCHTIEF, Mr. McGuinty led the development of the $1.8 billion Northeast Anthony Henday Drive Project in Alberta, the $289 million Alberta Schools Alternative Procurement Phase III Project and the $293 million Ontario Provincial Police Modernization Project.
