Oil prices are down, but Canadians are hardly seeing relief at the pump. The national average price for regular unleaded gasoline is 117.6 cents per litre, according to the latest survey data from MJ Ervin & Associates. Prices have risen about 24 per cent since early January. It's a different story for West Texas Intermediate, North America's benchmark oil price. In recent weeks, WTI has retreated from its year-to-date highs north of $60 (U.S.) per barrel to its current level around $45. WTI is down more than 15 per cent on the year.
