Kathy Tomlinson first broke the news about a technique used by Vancouver real estate agents that was helping to fuel the city's red-hot housing market. Since that story she has been exposing various techniques that have made it extremely difficult to purchase a home in Vancouver.

Tomlinson's latest story is an exclusive about new recommendations that will be made public later on Tuesday. The recommendations urge stiffer penalties for unscrupulous agents in an effort to deter misconduct.
