The portrait, which was unveiled by Her Majesty, is the third one commissioned by the Government of Canada during Her Majesty’s reign. The unveiling was witnessed by His Excellency the Right Honourable David Johnston, Governor General of Canada, Mr. Gordon Campbell, Canadian High Commissioner to the United Kingdom, and Mr. Phil Richards, the Canadian artist who painted the portrait.
