A man in his 40s has been rushed to a Toronto trauma centre after being stabbed with scissors at a library at City Hall.

Police said a 22-year-old man allegedly stabbed the victim multiple times in the chest and neck. Shortly after, the suspect took off from City Hall, only to be arrested nearby, close to Queen Street and University Avenue.

"It was a quick arrest," Const. Tony Vella said. "We're still trying to determine what the motivation was."

EMS officials said the call came in at about 2:55 p.m. Friday. The victim's injuries are serious but non-life threatening, police said.

"We don't know if the victim was an employee or not, but he was definitely at the library," Const. Vella said, adding police are talking to witnesses who were near the library. "And the suspect, we're still trying to determine what he was doing at the library as well."

He said charges are pending against the suspect, who has been transported to a police division.
